Navy Rear Adm. Lisa M. Franchetti was nominated by President Trump for appointment to the rank of vice admiral, and assignment as commander, 6th Fleet, according to a statement from Secretary of Defense Jim Mattis. Franchetti is currently stationed at the Pentagon where she is the Chief of Staff of J-5, the joint staff which proposes strategies, plans, and policy recommendations to the Chairman of the Joint Chiefs of Staff.
If confirmed, Franchetti will also be commander, Task Force Six; commander, Striking and Support Forces NATO; deputy commander, U.S. Naval Forces Europe; deputy commander, U.S. Naval Forces Africa; and Joint Force Maritime Component commander Europe, Naples, Italy.
Franchetti will take over at 6th Fleet at a time of increased Russian naval activity in Europe – including both continual submarine presence as well as sporadic aggressive behaviors such as buzzing American ships and planes. But serving in hotspots is nothing new for Franchetti. Before her current job in the Pentagon, Franchetti was commander Naval Forces Korea.

Franchetti, a native of Rochester, N.Y., was commissioned in 1985 through the Naval Reserve Officer Training Corps Program at Northwestern University, where she earned a Bachelor of Science in Journalism. Her first tour of duty was as training/special programs officer at Naval Reserve Readiness Command Region 13. In 1987, she was selected for lateral transfer to the surface warfare community.

Rear Adm. Lisa Franchetti is a native of Rochester, New York. She was commissioned in 1985 through the Naval Reserve Officer Training Corps Program at Northwestern University, where she received a Bachelor of Science in Journalism. Her first tour of duty was as training/special programs officer at Naval Reserve Readiness Command Region 13. In 1987, she was selected for lateral transfer to the surface warfare community.
Her sea assignments include auxiliaries officer and first division officer on USS Shenandoah (AD 44); navigator and jumboization coordinator on USS Monongahela (AO 178); operations officer on USS Moosbrugger (DD 980); combat systems officer and chief staff officer for Destroyer Squadron (DESRON) 2; executive officer of USS Stout (DDG 55); and assistant surface operations officer on the USS George Washington Strike Group.
Franchetti commanded USS Ross (DDG 71); DESRON-21, embarked on USS John C. Stennis (CVN 74); Carrier Strike Group (CSG) 9, embarked on USS George Washington (CVN 73) and USS Theodore Roosevelt (CVN 71); and CSG-15. She also served as commander of Pacific Partnership 2010, embarked on USNS Mercy (T-AH 19).
Her assignments ashore include commanding officer, Naval Reserve Center Central Point, Oregon; aide to the vice chief of naval operations; protocol officer for the Commander, U.S. Atlantic Fleet; 4th Battalion officer at the U.S. Naval Academy; division chief, Joint Concept Development and Experimentation, on the Joint Staff, J7; deputy director of international engagement and executive assistant to deputy chief of naval operations for Operations, Plans and Strategy (N3/N5) on the Navy staff; military assistant to the secretary of the Navy; and commander, U.S. Navy Forces Korea.
Franchetti is a graduate of the Naval War College and holds a master’s degree in organizational management from the University of Phoenix. Her personal decorations include the Defense Superior Service Medal, Legion of Merit (five awards), Meritorious Service Medal (five awards), Navy and Marine Corps Commendation Medal (four awards) and the Navy and Marine Corps Achievement Medal (two awards).
